INTERGOVERNMENTAL AGREEMENT – consider approval of an addendum to Intergovernmental Agreement No. 2007-5002-0241 with the City of Chandler, extending the contract from July 1, 2010 to June 30, 2012, for the provision of radio services for the Parks Division, and authorize the Mayor to execute the required documents.

INTERGOVERNMENTAL AGREEMENT – consider approval of an amendment to Intergovernmental Agreement No. 2009-3002-0007 with the Town of Queen Creek, extending the contract for an additional one-year term and ending December 31, 2010, for fire-related support services, and authorize the Mayor to execute the required documents.

AGREEMENT – consider approval of Architectural Services Agreement No. 2010-7013-0280 with HDA Architects, LLC in an amount not to exceed $216,900 for Fire Station 10, Project No. MF022, and authorize the Mayor to execute the required documents.

CONTRACT – consider approval of Engineering Services Contract No. 2011-7003-0039 with Dibble Engineering in an amount not to exceed $286,438 for the Higley and Baseline intersection improvements, Project No. ST146, and authorize the Mayor to execute the required documents.

CONTRACT – consider approval of Project Management/Construction Management Services Contract No. 2011-7003-0040 with Kitchell CEM in an amount not to exceed $280,316 for the Higley and Baseline intersection improvements, Project No. ST146, and authorize the Mayor to execute the required documents.

CONTRACT – consider approval of Construction Services Contract No. 2011-8003-0016 with AAC Structures in an amount not to exceed $111,820 for Parkway Improvement District Circle G VII, PK88-08, for wall repair, and authorize the Mayor to execute the required documents.

CONTRACT – consider approval of the contracts and authorize the Mayor to execute the required documents:
Item 13

  1. waive clerical error and approve Contract No. 2011-4006-0061 to CPC Construction, Incorporated for minor concrete repairs in an amount not to exceed $400,000 for FY2010-11 with the option to renew for up to four additional one-year terms; and
  2. approve Contract No. 2011-4106-0073 with ELS Construction, Incorporated for utility adjustments in an amount not to exceed $150,000 for FY2010-11 with the option to renew for up to four additional one-year terms.

GRANT – consider application and acceptance of a 2010 Juvenile Accountability Block Grant from the Arizona Governor’s Division for Children with the City of Tempe for $3,290 to support youth violence intervention programs.

HUMAN RESOURCES – consider approval of reorganization/reclassification of Support Services to include:
Item 19

  1. eliminate one PC Technician and one Helpdesk Technician including reallocation of the positions to one Systems Analyst in Support; and
  2. reclassify a Radio Systems Administrator to Infrastructure Administrator; and
  3. add one Systems Analyst in Communications through an internal recruitment with resulting vacant position eliminated; and
  4. reclassify an Office Assistant to Administrative Assistant in Human Resources.

PUBLIC HEARING

Items 30 through 33 will be heard at one Public Hearing; at which time anyone wishing to comment on a Public Hearing Item may do so. Comments will be heard from those in support of or in opposition to an item. Hearings are noticed for 7:00 p.m. and may be held prior to the estimated time indicated on the Agenda.

In order to comment on a Public Hearing Item, you must fill out a public comment form, indicating the Item Number on which you wish to be heard. Once the hearing is closed, there will be no further public comment unless requested by a member of the Council. After the Public Hearing, the Council may act on all items not requiring additional staff, public, or Councilmember comment with a single vote.

ZONING Z10-10 - consider approval of the findings and adoption of an Ordinance amending the Town of Gilbert Land Development Code, Chapter I Zoning Regulations, Division 2 Land Use Designations,  Article 2.6 Employment Districts, Section 2.603 Land Use Regulations, Table 2.603 Land Use Regulations-Employment Districts to modify the regulations for certain General Manufacturing and Assembly uses involving highly toxic materials or chemicals and authorize the Zoning Administrator to require a conditional Use Permit to ensure compatibility with adjacent uses, and to amend Division 6 Use Definitions, Article 6.1 Use Definitions, to amend the definition of the "Manufacturing and Assembly, General" use to clarify the types of uses permitted.

CODE OF GILBERT - conduct hearing and consider adoption of an Ordinance amending the Code of Gilbert, Arizona, by amending Chapter 10 Buildings and Construction Regulations, Article I In General, by amending Section 10-3 System Development Fees to include additional requirements and procedures for adopting and amending development fees pursuant to A.R.S. § 9-463.05 to conform to state law.
